Why would anyone tell the user that an app had quit, but actually leave it hanging around, near-useless, in memory?
Put TextEdit or Preview into the background when they haven’t got an open window, and they quit automatically, don’t they? Actually they don’t, they just become zombies.
Each year, the last major version of macOS is abandoned, incomplete and still full of bugs. Apple needs to reconsider, and complete the cycle by bringing them to marketable quality before moving on.
When Sierra’s automatic backups stop or become irregular, other functions fail too. Here are some important and more obvious ones. Is this fixed in High Sierra, and does it affect iPhones too?

This new version lets you select which log file to analyse, and to add custom processes to examine within log files. Lots of power with elegant simplicity.
For now, Time Machine can’t back up to an APFS volume. There are many problems with backing up APFS to HFS+, though. Time Machine needs to be revised.
