Why would anyone tell the user that an app had quit, but actually leave it hanging around, near-useless, in memory?
Each year, the last major version of macOS is abandoned, incomplete and still full of bugs. Apple needs to reconsider, and complete the cycle by bringing them to marketable quality before moving on.
